Bear in mind that these folks know that help is out there and people are working 24×7 on the problem. Bear in mind that there are places where the power is on that they can go to for shelter. Bear in mind that the affected area is relatively contained.
Imagine they would act if it were the whole country (or world) and there was no help on the way–ever.
