Speak LOUDLY BUT CLEARLY. Shouting so loudly that your own voice is not understandable, or so rapidly that you cannot be understood helps no one.
Cops should be trained to give commands that can be understood not just sound like 'AASdhdhDROPTHEGUNRIGHTNOWNNJHAJN" which cannot be understood by the people they are commanding can lead to unpleasant results.
